Like many here I am also having the same issue for "some" users on my TS. After the fact, you can't seem to be able to change it. It seems, then, that you need to configure your client default printer before allowing anyone to log into a remote session.

But if user Y logs into an RDP session AFTER the printer is installed, the proper default printer is shown. So it seems to work the first time user X logs into an RDP session AFTER the printer is installed but never before. This happens regardless of any GPO settings I made.

I then install the local printer on the local client AFTER this happens, but the default printer in the RDP session does not change to the new printer I just installed. We are actually migrating off of HP printers as their driver support is horrible and many of the newer printers are built cheaply.

The HP drivers are known to fill out the temp directories with garbage files when using GPO's to deploy.

Again, I think it has to do with the combination of RDS and HP Universal Drivers. Servers when we had the print server roll on them. Interestingly enough, our primary print server has never had this problem and it was setup just the same as the terminal We tried installing the print server roll on our terminal servers as well. Personally i think it has to do with an incompatability with the HP universal drivers, We are still trying to resolve it, but we have moved our production farm to the Tricerate solution. We still have our case open with them and no solution. Just thinking here, but could the problem be that the computer's name isn't resolving properly? Maybe if I added the printers using a tcp/ip port instead of using the computer's name. It can happen midway through a session, or it may happen while they are logged off, and then when they log back in, voila - 3500 is the default. Every once and a while the users who normally have P1505's set as default printers will have their default printer changed to the 3500. We also have a main workgroup printer, a Ricoh 3500 that I set up while logged in as an administrator and all users have access to. I'm not sure what your set up is but most of our users have HP P1505's at their local desktops that are brought into the RDS as network printers by each individual user (so that not every RDS user sees every printer), and so that they aren't being brought in via the RDP connection. We've been having the same problem with a 2008 R2 Remote Desktop server set up and I'm at a loss.
